How to improve the effectiveness of watchdogs initiatives?

The main goal of watchdogs is to introduce a change in the
fields that are diagnosed as those with weak legal provisions,
malfunctions of public institutions or lack of good governance.
It is a great challenge. To succeed, we often need to operate with
various means. Among many others, these are: civic education, social
campaigns and legal activities. Sadly, we are facing relatively small
interest from citizens and weak responsiveness of authorities. During
this discussion we will try to exchange best practices and discuss the
possible solutions of those problems.
